The office of the US defense secretary, Pete Hegseth, requested “a passive approach to Juneteenth messaging”, according to an exclusive Rolling Stone report citing a Pentagon email.

This messaging request for Juneteenth, a federal holiday commemorating when enslaved Black people in Galveston, Texas, learned they were free, was transmitted by the Pentagon’s office of the chief of public affairs. This office said it was not poised to publish web content related to Juneteenth, Rolling Stone said.

The mandate comes amid Donald Trump’s attack on diversity, equity and inclusion initiatives across the government, including the US military, which Hegseth, a former Fox News host, has enthusiastically executed.

“The President’s guidance (lawful orders) is clear: No more DEI at @DeptofDefense,” Hegseth said in a January post on X.

“The Pentagon will comply, immediately. No exceptions, name-changes, or delays,” Hegseth also wrote. He posted an apparently hand-written note that read “DOD ≠ DEI.”

Hegseth has continued to espouse anti-DEI talking points, claiming without evidence that these policies put military service members in harm’s way.

In prepared testimony to a Senate hearing this week, Rolling Stone noted, Hegseth said: “DEI is dead. We replaced it with a color-blind, gender-neutral, merit-based approach, and the force is responding incredibly.”

In response to Rolling Stone’s request for comment, the Pentagon said that the Department of Defense “may engage in the following activities, subject to applicable department guidance: holiday celebrations that build camaraderie and esprit de corps; outreach events (eg, recruiting engagements with all-male, all-female, or minority-serving academic institutions) where doing so directly supports DoD’s mission; and recognition of historical events and notable figures where such recognition informs strategic thinking, reinforces our unity, and promotes meritocracy and accountability”.

Asked for comment by the Guardian, a defense spokesperson said: “We have nothing additional to provide on this.”

President Joe Biden in 2021 made 19 June a federal holiday. In 1863, President Abraham Lincoln signed the Emancipation Proclamation to end slavery in the midst of the civil war.

It was not until this date in 1865 that enslaved Black persons in Galveston, Texas, were told about Lincoln’s decree. While Robert E Lee had surrendered that April, some supporters of the Confederacy continued to fight.

Trump signed an executive order in January that eliminated DEI in the military. He also appeared to sound off on DEI initiatives in an address to graduating West Point cadets on 24 May.

“They subjected the armed forces to all manner of social projects and political causes, while leaving our borders undefended and depleting our arsenals to fight other countries’ wars. We fought for other countries’ borders but we didn’t fight for our own borders, but now we do like we have never fought before,” Trump said.

He also stated “the job of the US armed forces is not to host drag shows or transform foreign cultures”, an apparent allusion to drag shows on US militaryinstallations.

Donald Trump failed to mark Juneteenth, commemorating the ending of slaveryin the US, until he posted on Thursday night that there are “too many non-working holidays” in the country.

The US president has put out statements previously as president and even tried to take credit for boosting awareness of the significance of 19 June before it became a federal holiday under the Biden administration.

But on this year’s Juneteenth holiday on Thursday, the garrulous president kept silent on all platforms about a day of particular importance to Black Americans until his late post.

Asked earlier on Juneteenth whether Trump would commemorate the day in any way, the White House press secretary, Karoline Leavitt, told reporters: “I’m not tracking his signature on a proclamation today. I know this is a federal holiday. I want to thank all of you for showing up to work. We are certainly here. We’re working 24/7 right now.”

Asked in a follow-up question whether Trump might recognize the occasion another way or on another day, Leavitt said: “I just answered that question for you.”

On Wednesday, Black community leaders from across the country, senior Trump administration officials and other individuals met at the White House to discuss improving coordination between the leaders and federal, state and local partners, according to a senior White House official.

The US housing secretary, Scott Turner, and Lynne Patton, the White House director of minority outreach, were among those who attended, said the official, who insisted on anonymity to discuss a private gathering.

Juneteenth celebrates the end of slavery in the United States by commemorating 19 June 1865, when Union soldiers very belatedly brought the news of freedom to enslaved Black people in Galveston, Texas. Their freedom came more than two years after Abraham Lincoln liberated enslaved people in the Confederacy by signing the Emancipation Proclamation during the US civil war.

Trump’s silence on the issue also deviated from White House guidance that the president planned to sign a Juneteenth proclamation. Leavitt didn’t explain the change. Trump held no public events on Thursday, but he shared statements about Iran, the TikTok app and the Federal Reserve chair, Jerome Powell, on his social media site.

Then, in the evening, Trump complained on the site about “too many non-working holidays” and said it is “costing our Country $BILLIONS OF DOLLARS to keep all of these businesses closed”. But most retailers were open on Juneteenth.

One of Elon Musk’s SpaceX Starships has exploded during a routine test in Texas, authorities said, in the latest setback to the billionaire’s dream of turning humanity into an interplanetary species.

The Starship 36 underwent “catastrophic failure and exploded” at the Starbase launch facility shortly after 11pm on Wednesday (0400 GMT Thursday), a Facebook post by the Cameron County authorities said.

A video shared in the post showed the megarocket attached to the launch arm, and then a flash and a towering, fiery explosion.

SpaceX said the rocket was preparing for the 10th flight test when it “experienced a major anomaly while on a test stand at Starbase”, without elaborating on the nature of the complication.

“A safety clear area around the site was maintained throughout the operation and all personnel are safe and accounted for,” SpaceX added on social media.

“There are no hazards to residents in surrounding communities, and we ask that individuals do not attempt to approach the area while safing operations continue.”

The Starship explosion occurred during a “routine static fire test”, according to the Cameron County authorities.

During a static fire, part of the procedures preceding a launch, the Starship’s Super Heavy booster would be anchored to the ground to prevent it from lifting off during the test firing.

Starbase, near the Texas border with Mexico, is the headquarters for Musk’s space project.

At 123 metres high (403ft), Starship is the world’s largest and most powerful rocket and central to Musk’s long-term vision of colonising Mars.

The Starship is billed as a fully reusable rocket with a payload capacity of up to 150 metric tonnes.

A prototype Starship exploded over the Indian Ocean in late May.

The biggest and most powerful launch vehicle ever built had lifted off on 27 May from the Starbase facility, but the first-stage Super Heavy booster blew up instead of executing its planned splashdown in the Gulf of Mexico.

The previous two outings also ended poorly, with the upper stage disintegrating over the Caribbean.

The failures will probably do little to dent Musk’s space ambitions.

SpaceX has been betting that its “fail fast, learn fast” ethos, which has helped it dominate commercial spaceflight, will eventually pay off.

The company has caught the Super Heavy booster in the launch tower’s giant robotic arms three times – a daring engineering feat it sees as being key to rapid reusability and slashing costs.

Nasa is increasingly relying on SpaceX, whose Dragon spacecraft is used to ferry astronauts to and from the International Space Station.

The Federal Aviation Administration in early May approved an increase in annual Starship rocket launches from five to 25, stating that the increased frequency would not adversely affect the environment.

Foreign students will be required to unlock their social media profiles to allow US diplomats to review their online activity before receiving educational and exchange visas, the state department has announced. Those who fail to do so will be suspected of hiding that activity from US officials.

The new guidance, unveiled by the state department on Wednesday, directs US diplomats to conduct an online presence review to look for “any indications of hostility toward the citizens, culture, government, institutions, or founding principles of the United States”.

A cable separately obtained by Politico also instructs diplomats to flag any “advocacy for, aid or support for foreign terrorists and other threats to US national security” and “support for unlawful antisemitic harassment or violence”.

The screening for “antisemitic” activity matches similar guidance given at US Citizenship and Immigration Services under the Department of Homeland Security and has been criticised as an effort to crack down on opposition to the conduct of Israel’s war in Gaza.

The new state department checks are directed at students and other applicants for visas in the F, M and J categories, which refer to academic and vocational education, as well as cultural exchanges.

“It is an expectation from American citizens that their government will make every effort to make our country safer, and that is exactly what the Trump administration is doing every single day,” said a senior state department official, adding that Marco Rubio was “helping to make America and its universities safer while bringing the state Department into the 21st century”.

The Trump administration paused the issuance of new education visas late last month as it mulled new social media vetting strategies. The US had also targeted Chinese students for special scrutiny amid a tense negotiation over tariffs and the supply of rare-earth metals and minerals to the United States.

The state department directive allowed diplomatic posts to resume the scheduling of interviews for educational and exchange visas, but added that consular officers would conduct a “comprehensive and thorough vetting” of all applicants applying for F, M and J visas.

“To facilitate this vetting, all applicants for F, M and J non-immigrant visas will be asked to adjust the privacy settings on all their social media profiles to ‘public’”, the official said. “The enhanced social media vetting will ensure we are properly screening every single person attempting to visit our country.”
