Nixon aide John Ehrlichman, years later, admitted the strategic use of racism, as a tool, and motivator behind the Nixon drug policy. Reagan later took this same racism to an even more blatant level, similar to Trump, both launching their presidential campaigns with racist tropes; Reagan talking about "States Rights" in Philadelphia Mississippi and Trump's racist attacks on Mexicans in the tacky, eyesore, which is Trump Tower in the NYC borough of Manhattan where Trump embarrassingly only won 10% of the vote. Clinton won 79% of Trump's home city, a clear thrashing by the people who know him best.
